    If Whole Foods doesn't have it (the Alexandria location tends to be better stocked than Logan Circle and Foggy Bottom and slightly better than Clarendon), I second Amazon.  You may also be able to make your own.  I'm pretty sure it's just ground Chestnuts (e.g. almond flour is just ground almonds).  You might not be able to get it as fine, but it might be doable.

    I believe nuts.com carries it.  But like ag11 said, you can also make it at home.  I recently made pistachio flour by grinding it in a coffee grinder and then sifting it through a fine seive.  It worked great.
