Construction adjacent to Kalorama Harris Teeter (the Citadel)

Does anyone know what they are putting in next to the Harris Teeter on Kalorama NW? There has been what looks like an empty retail space on either side of the store since it opened and then in the past week+ construction crews have been doing heavy work at the space to the East of the store's main entrance and parking garage. Any ideas?

From the Dorchester House's parking lot, I can see they're doing a lot of work on the back roof of the building, but I don't have a clue what they're doing inside -- the permits aren't very clear.

It is an apartment or condo, called "The Citadel." Just asked a store employee about it. One bedroom units. If you view the HT from the front, you can see the units under the eaves of the curved roof. Looks like some will have balconies and nice views. I like that the project is so contained and that they are not building up, just building out the existing available space apparently. Have not seen anything on any condo or RE sites or blogs tho.

fwiw, they are significant work on the roof (which I look down on from my apt). Not building up, I don't think, but doing something to the center of the dome. Maybe skylights?
